摘 要
公文的上传下达是我国各级政府和大型企事业单位中长期依赖的一种工作手段和重要工作内容，传统的公文交换方式主要采用邮递和直接送达方式传递红头文件，但具有速度慢、易泄密、易丢失、成本高等不足，所以，现在已经有许多政府机关和大型企事业单位采用了各种各样的电子公文交换系统，实现公文传递的电子化和即时化，从而大大提高办公效率。
本规范以及最终系统的实现都是基于深圳市政府办公厅电子公文交换的需求的设计开发的。通过对Sax、Web Service、Reflection、CA以及异步引擎等关键技术的充分利用，较成功的解决了系统集成性、数据的安全保密性、电子印章与电子认证的统一以及良好的可扩展性与互联性等问题。
本文首先将描述该规范的制定背景、设计思想、特色以及部分规范样例，然后再描述该交换系统的功能特色、开发模式、系统结构以及关键技术。

We get a more successful solution of system integration, data security and confidentiality, electronic seals and electronic authentication unity and good scalability and connectivity issues by Sax, Web Service, Reflection, CA and asynchronous engines and other key technologies fully utilized.
