支持地理信息系统的互动经济决策系统设计与实现

摘  要
 信息和信息技术加剧了全球化的进程，塑造了新的生产方式、改变了商业规则，自然也影响到区域经济发展的策略、规划和实施。所有的商业、经济、管理决策活动都与空间信息密切相关，而且在有关商业与经济分析方面，对空间区位与社会经济信息的综合分析是其必然要求，但传统方法缺乏对空间信息的管理和分析。因此，建设互动经济决策支持地理信息系统，实现对空间信息的管理与分析，并以互动的形式获取所需要的资讯信息，有利于企业更好的进行经营，从而提高城镇经济竞争力，为企业的经济续增长创造条件，为企业的经营决策提供良好的事实依据。
 支持地理信息系统的互动经济决策系统最大的特点是以电子地图为载体，承载城镇详实的社会经济信息，通过问卷调查，丰富地理位置的经济信息。系统不仅能够通过问卷调查方式获取到企业所需要的资讯信息，还能以建议评测的方式通过地图直观地将资讯信息显示出来，方便企业经营者进行决策经营。
 本文主要针对企业的管理，分析和利用客户资源不善问题，提供一个管理，分析和利用客户资源的解决方案，建设一个包含GIS（地理信息系统）和问卷调查系统的互动决策者交流系统，该系统具有数据采集，挖掘，分析等功能，从而为企业进行决策提供事实依据。
 为了使资讯信息更有直观性，设计了地理信息系统（Geographic Information System. GIS）,该系统可通过IP地址定位参与问卷调查的用户，并将问卷调查结果进行数据提取后在相应的地理位置上显示出来。为了更好的设计和管理问卷，设置了面向企业用户（决策者）的后台管理系统。为了更好的服务于企业决策者，系统将对收集到的问卷信息进行归类，总结和评测。

Abstract
 The information and the information technology intensified the globalization advancement, molded the new production method, changed the commercial rule, also naturally affected  the regional economy development strategy, planning and the implementation. All commercial, economical, management decision-making activities are related with spatial information. Moreover, in the related trade and the economic analysis aspect, it is an inevitable demand to comprehensively analyze the spatial position and the social economy information, but the traditional method lacks to the spatial information management analysis. Therefore, constructing an interactive economical decision-making supporting geographic information system, realizing the spatial information management and the analysis, and interactively gaining the needed information, is advantageous well to the enterprise to carry on better management, thus enhances the cities economical competitive power, creates a better condition for the continuous growth for the enterprise’s economy, and provides good fact basis for enterprise''s management decision-making.
 
 The major characteristic of geographic information supporting interactive economical decision-making system is the rich geographical economical information that take the digital map as the carrier, bears detailed social and economy information of the cities through questionnaire survey. The system can not only gain the information needed by the enterprise through the questionnaire survey, but also demonstrate useful information in the form of suggestions and evaluations through digital maps, in order for the enterprise operators to conveniently carry on the policy-making management.
 
 This article mainly aims at the improper management, analysis and use of client resources for the enterprise, and intends to provide a better solution in this domain by constructing a interactive policy-maker communication system, which contains a GIS and questionnaire survey system. This system has the ability to perform data acquisition, date mining and data analysis, therefore providing fact basis for enterprise decision-makers.
 
 In order to demonstrate the information more intuitively, we designed a GIS(Geographic Information System), which locates our questionnaire survey user by his/her IP address and display the survey result after retrieving date in the corresponding geographical location. In order to design and manage the surveys more efficiently, we designed a enterprise user oriented backend management system. For a better service for the decision-maker, the system will classify, summarize and evaluate the survey information it has thus far collected.
