摘 要
软交换技术是近年发展起来的一种新的呼叫控制技术, 具有开放的体系架构, 基于分组传输, 能够提供多种接入方式等特点, 可以提供语音, 多媒体等多种实时业务, 已经逐渐成为电路交换向分组交换演进的主流技术。 从技术发展趋势来看,电路交换将向以分组技术为基础的软交换演进,但在相当长的时间内电话交换网仍将与软交换网络共存。实践证明,软交换技术已趋于成熟,达到了组建商用网络的技术条件要求。采用软交换技术实现电路交换向分组交换演进是电话网发展的重要技术举措。软交换系统由多种设备组成,主要包括软交换设备,中继网关,信令网关,接入网关,媒体服务器,应用服务器等网络侧设备以及综合接入设备(IAD ),SIP终端等终端侧设备。
本文结合X市实际情况,从市场竞争、业务发展、网络结构与安全、业务能力、维护管理等几个方面来阐述网络转型的必要性。而软交换是下一代网络的核心技术,是今后网络发展的趋势。
全文可分为三个大部分:第一部分是本文的第一章。它首先介绍了下一代网络的核心技术,从而引出网络智能化的实施背景。再阐述X市网通本地网实施网络转型的必要性和可行性.
第二部分是本文的第二章,它深层分析了网络目前现状和主要存在的问题,对可提供的业务类型进行分析。
第三部分是第三、四章,它是本文的重点内容。先是对可能的建设方案进行比较,先择可行的建设方案,先后阐述了软交换网络设计原则,网络资源的规化等内容,并讲述了网络转型完成后网络的运营和维护。

Abstract
Softswitch is a new calling control technology that has been developed in recent years. It features the open architecture and the packet-based transmission while has the capability to support multiple access modes. It can offer multiple real-time services including voice and multimedia services, and gradually becomes a leading technology for the evolution of the circuit-based network to the packet-based NGN. Although the evolution of the circuit switching to packet-based Softswitch is a technical trend, the circuit-based network and Softswitch network will coexist for a long time.The fact is that the Softswitch technology is close to maturity, and the technologies for building a Softswitch commercial network have been prepared well. It is an important technical development of the telephone network to use the Softswitch technology to support the evolution of circuit switching to packet switching. The Softswitch system is composed of the network equipment and the terminal equipment.The former includes the Softswitch equipment,trunk gateway, signalling gateway, accessgateway, media server and application server.The latter has the Integrated Access Device(IAD), SIP terminal and more.
This article unifies actual situation of X city Network, Elaborating the network intellectualization necessity from market competition, service development, network structure and security, professional ability, maintenance management and so on several aspects. The softswitch technology is core technology of the next generation network, it will be the next network development tendency.
The full text may divide into three majorities: The first part contains the first chapter. It analyzes the main existence problem of X city Network and describes the main content of NGN. Then lead out the background of implementing network intellectualization and then analyzing the necessity and feasibility implementing network intellectualization.
The second part is the second chapter. It analyes the situation of presently network and main existence problem of X city Network and the service type which the local network of X city Network can provide.
The third part is the third and forth chapter.It is the key content of this article.it compares two possible construction projects first, then chooses a viable construction project.Successively elaborated softswitch network design principle, the rules of network resources turns etc.
