和谐领导基本内涵与实现方式研究

【中文摘要】 当前我国进入改革发展的关键时期,经济体制的深刻变革,社会结构的深刻变动,利益格局的深刻调整,给我国发展进步带来巨大活力,也必然带来错综复杂的矛盾和问题,对党的领导方式和执政方式提出了挑战。面对新的形势,我们党适时提出了构建社会主义和谐社会的战略任务。要完成这一艰巨任务,必然要求各级领导者坚持科学发展观,改革和完善党的领导方式和执政方式,不断提高和谐领导能力。为此,各级领导者必须树立以人为本的领导理念,创造公平有序的领导状态,保持动态平衡的领导过程,通过仁爱宽容的领导方式达到合作共赢的领导境界。本文基于理论和实际的需要,将传统和谐思想和现代和谐理念应用于领导理论研究,提出了和谐领导的命题,阐述了和谐领导产生的社会背景和理论基础,分析了当前我国领导活动中存在的问题,明确了和谐领导的基本内涵和价值意义,最后从四个方面探讨了和谐领导的实现方式,即树立和谐领导理念、提升和谐领导能力、营造和谐领导环境、构建和谐领导方式。
【英文摘要】 In the crucial period of reform and development,profound changes in the economic system and social structure,profound adjust in the pattern of interests,which brings our country tremendous vitality,but it also brings complicated contradictions and problems and challenges the Party's style of leadership and the governance means.Facing with the themes of the times in the new situation,our Party proposed the strategic task that we build a socialist harmonious society.In order to complete the task,leaders at all levels are asked to adhere scientific concept of development,to reform and perfect the Party's style of leadership and governance means and continuously improve the capacity of harmonious leadership.So under the situation of constructing a socialist harmonious society,the leaders at all levels must establish a leadership concept of people-centered,create a fair and orderly leadership state,maintain a leadership process of the dynamic balance,at last reach win-win the state of leadership through kindhearted and tolerate leadership means.Based on the theoretical and practical needs,this article advances a topic of harmonious leadership through applying the traditional harmony theory and the modern harmony ideas in the studying of leadship,expounds social background and theoretical basis of harmonious leadership producting,analysis problems in leadership in our country, clears the basic meaning and value of the harmonious leadership and searches realizing ways of harmonious leadership from four aspects,which is establishing the ideas,enhancing the capability,creating the environment,exploring the methods of harmonious leadership.
