我国CPI中对住房消费处理存在的问题及改进措施

摘  要

 2003年到2007年初, 我国居民收入和消费稳步增长, CPI涨幅也不大, 但老百姓却感到生活负担比以前更重了, 温和上涨的CPI因为太过脱离民众的感受而受到广泛的质疑，其主要原因是，我国政府公布的住房消费没有反映我国居民住房制度改革的变化,没有考虑住房消费行为的中外差异,不具有国际可比性。本文通过比较我国与其他主要西方国家的CPI统计方法，分析了现行CPI统计方法对住房消费的处理存在问题，从住房消费的权重、分类及价格计算方式上分析了这些问题，并在此基础上提出了完善意见。

The Existing Problems and Improvement Methods in the Treatment of Housing Service in Chinese CPI Measurement
 
 ABSTRACT
 
 In recent years, Chinese income and consumption grow steadily, the increase of CPI is not very large , but people feel the burden even heavier than before, the CPI has been widely questioned as the slow and moderate rise was out of people''s feelings too much. Mainly, housing consumption announced by Chinese government does not reflect the change of housing system reform of Chinese residents and did not consider the difference in housing consumption between Chinese and foreign countries, can not be comparable internationally. By comparing the CPI statistical methods of China and other major western countries, this article analyses the problems of current CPI statistical methods for dealing with the housing consumption. Discussing these problems from the keystones such as the proportion, classification and the price calculate way and then put forward some improvement bases on it .
