摘要
我国目前机动车停车场的类型可分为三大类、六小类,三大类是指路外停车场、居住区停车场、占道停车场;六小类分指路侧占道、公共场地、立交桥下、公建配建、路外公共、居住区。而遇到的困难是对停车管理的重要性认识不足,还没有把停车场建设与停车管理作为一个产业来发展;二是停车场规划、建设和管理严重滞后,在城市规划中,停车场规划还没有得到足够的重视,我国已颁布的建筑物配建停车场指标十年不变,难以适应现实停车需求;三是停车场建设资金缺乏,政府对停车场建设的资金投入力度弱,投资渠道单一,缺少优惠政策扶植和引导;四是停车管理体制不顺、管理多头化、分工不清、缺少协调、管理混乱的现象普遍存在;五是停车场管理法律法规不完善,缺少有关停车场规划、建设、执法的法律和法规,原有的单项法规和政策已不适应当前的新情况。
通过对可编程控制器PLC的运用,国外一些发达国家对停车场的建设相对比较成功,拿一水之隔的日本来说,日本政府为促进停车产业发展,鼓励民间资金投向停车场建设,中央政府、地方政府、公共机关、金融机构都制订对停车场建设和经营给予资金和税收上的优惠政策。同时,严格执行车辆登记时必须提供停车泊位证明。由日本政府颁布的“车库法”予以保证,从1962年先在大城市实施,共用10年时间在日本全国普及,该法为日后汽车保有量大量增长时期的规范化停车管理打下了基础。日本较完善的停车场指南和停车诱导系统。日本建立提高停车场利用率和方便驾车者的信息系统,通过信息显示牌向寻找停车场的驾车者提供空闲停车场的位置和停车位的满空状况,以及诱导路线指南等信息,最大限度地提高了停车场的使用率。
