摘 要
在严格推行计划生育后，我国的人口数量得到有效控制，但是出生比一直高居不下，给人口自身的可持续发展造成了不利影响。本文将根据数理统计理论给出数学模型，探讨杭州出生人口性别比的变化，给出极大似然估计函数，并进行实证分析。最后尝试用样本容量较小的事件进行分析改进，给出控制图。

Abstract
After pushing the family planning strictly, the number of population of the our Country is under the control in effect, however the sex ratio at birth is keeping in a high level which will do harm to the Sustainable development of the population. This paper will offer a mathematics model in order to discuss the change of the sex ratio at birth of Hangzhou according to mathematical statistics, and get the maximum likelihood estimation function to be used in demonstration analysis. We try to analyse the incident about sample
with small size by the advanced method, and get the control chart.
