摘要：水电建设项目在国民经济中的地位和作用日益增强。它促进了国民经济的繁荣和发展、推动了经济体制改革、促进了经济的市场化和国际化。水电建设项目不仅是国民经济的支柱产业，而且还为农业的剩余劳动力提供了大量的就业机会，改善了经济结构和城乡关系，并对稳定社会起着重要的作用。水电建设项目的生产特征决定了必须采取项目管理，项目管理带来的不仅仅是技术、方法上的革新，更重要的是理论的创新和体制的创新。因此，在水电建设中实施工程项目管理意义重大。论文分析了水电建设施工项目管理工作的艰难、复杂、多变、差异等的特点，以及目前存在的如:体制不健全，权责利不清，工作消极被动，成本控制不力， 管理混乱，激励机制不合理，人材匾乏，信息沟通不畅等主要问题。针对存在问题的解决和水电建设行业对项目管理所提出的需求，论文重点研究分析了水电建设工程项目计划管理和执行控制的主要管理活动，如:组织机构设置、时间管理、成本管理、质量管理、风险应对、绩效考核、沟通协调等。论文通过湖南大袱滩水电站项目实例，在施工生产过程中以项目为对象进行市场化的资源优化配置、动态管理和控制过程的应用，取得的降低成本、优化资源配置、节省工期、保证质量的成效，并创造了良好的经济效益和社会效益。

ABSTRACT ：The water conservancy and power industry to strengthen increasingly in the position and the function in the national economy. It promoted the prosperity of the national economy and development, pushed the economic system reform, promote economy of market turn and internationalize. The water conservancy and power industry not only is a national economy to pay the pillar industry, and still important employer, provided a great deal of employmentopportunities for the surplus labor force of the agriculture, improve the economic structure and the city countries relation, and to stabilize the society to rise important function.The production characteristic of the water conservancy and power industry comes to a decision and must adopt the project management, the project management bring of not only is a technique, theinnovation on the method, the innovation of the more important theories and the innovation of the system only.Therefore, the implement of project management in water conservancy and power industry give or get an electric shock constuct management meaning graveness. This article gives the demonstration analyses in emphasis on dissertating the difficulties, complications, change much, the difference characteristics of project management in water conservancy and power industry etc.,And exist currently of such as:The system is not sound;The power benefit is not pure;The work is negative and passive, cost control not dint, management confusion;Encourage mechanism not reasonable, the talented person is short of;The information communication tunnel is jammed etc. Aim at to exist the problem to resolve,the key of which, is project management, that the requirement of the water conservancy and power
industry .Still analyzed to tally up the water conservancy and power industry in the main activity that project management, such as:Organize the organizationconstitution, time management, cost management, quantity management, risk reply,the results investigate, the communication moderates etc. organization the plan ofthe activity and performance control.

1. 1研究背景与问题的提出
1983年，利用世界银行贷款项目鲁布革水电部在国内第一次采用了国际招标，共有中国、日本、挪威、意大利、美国、联邦德国、南斯拉夫和法国8个国家的承办商投标，标底为14958万元人民币，日本大成公司以最低标价8463 万元人民币中标，比标底低43%}''}。中标后的大成公司在实际中充分运用了项目管理方法组织施工。施工组织方式简捷，机构精干灵活，工程事务所最多时也只有33名管理人员。在隧道开挖中突破了我国沿用多年的马蹄形开挖方法，采取圆形断面一次开挖成型，节约成本1458万元。日方设备虽不属国际一流水平，但他们按照施工工序和工艺科学配套，使生产效率仍可达到一流设备的水平。结果，比合同规定的1597天工期提前4个月竣工，工程质量优良，受到国内外专家的好评。鲁布革冲击，使一些试点企业和建设单位纷纷采用项目管理方法，此后经过多年的实践证明，实施项目管理是任何水电建设施工企业生存和发展的必由之路，是水电建设施工企业获得利润的源泉。 目录：
