论亚太地区的战略形势与中国国家安全

摘要

 亚太地区战略形势总体平稳，多数国家致力于经济发展，国家关系得到发展，各种形式的安全和合作问题对话越来越频繁，亚太经合组织在推动地区发展中起着重要的作用。上海合作组织的制度化进程基本上结束，成员国不断扩大和加深安全、政治、经济、人文等领域的协作。亚太合作关系继续扩大和推动经济快速发展，增强政治互信和在安全领域的信任。印度与巴基斯坦的矛盾在缓解，它们之间的和平对话在积极开展。然而威胁亚太地区的一些因素也在增加：美国通过加强军事联盟和加快部署导弹防御系统，重新部署在这一地区的驻军和加强自己的军事存在；日本想方设法地修改宪法，调整军事政策和安全政策，明显加强了在海外的军事积极性；朝鲜宣布自己拥有核武器。国际恐怖主义、分裂主义和极端主义依然威胁着世界。这也必然对中国国家安全产生重大影响。我们必须积极应对，建设强大的现代化中国国防，以维护国家安全与发展的根本利益，实现中华民族的伟大复兴。

On the Strategic Situation in the Asia-Pacific Region and the National Security of China

Abstact：The Asian and Pacific area strategic situation overall is steady, the most countries devote to the economic development, the national relations obtain the development, the multiform security and the cooperation question dialog is getting more and more frequent, the APEC in promotes in the local development to play the vital role. Shanghai Cooperation Organization''s institution advancement basically ended, the member nation expands and domain the unceasingly and so on deepening security, politics, economy, humanities cooperation. The Asian and Pacific cooperation continues to expand and the impetus economy develops fast, enhancement politics mutual confidence and in security domain trust. Indian and Pakistan''s contradiction in the alleviation, between them peace dialog is developing positively. However threatens the Asian and Pacific area some factors also to increase: The US through strengthens the military alliances and speeds up the deployment missile defense system, redeploys and strengthens own military existence in this local garrison; Japan revises the constitution resourcefully, the adjustment military policy and the security policy, strengthened obviously in the overseas military enthusiasm; North Korea announced that he has the nuclear weapon. The international terrorism, separatism and the extremism are still threatening the world. This also inevitably has the major impact on China national security. We must deal positively, construct the formidable modernized China national defense, maintains the national security and the development fundamental interests, realizes Chinese nation''s great rejuvenation.
