临海市大柏叶地块控制性详细规划

摘要：
 大柏叶地块属于大洋片区，处于临海城市老城区向新城区过渡地段，紧靠灵湖景区，大柏叶地块不仅是城市居住、休闲、商业的综合体，也是灵江沿线城市形象的重要展示界面。此次规划用地约85公顷。
 本次规划借鉴“新城市主义”、“精明累进”理论，结合大柏叶地块的实际情况，根据临海市总体规划将大柏叶地块的性质定位于商贸、及居住的综合性区块，以规划中心商贸区、沿水云北路两侧的商业带、江滨路的滨水景观带、居住用地的开发为主要目标。通过城市功能的运转－强大网络的叠加，从人文、空间、绿化、交通、生活等网络的叠加，为城市有机体的运转提供强有力的支持，从而全方位营造城市现代居住社区的空间。

Abstract:
  DA BAIYE plot belongs to the ocean, which lies in the transitional district between old city to and new city in seaside, it is also closely near the Ling Lake spot.  DA BAIYE plot is not only the complex of urban housing, recreation, commerce, but also an important demonstrating interface of city image along Lingjiang. This program covers 85 hectares.
The program refers to the theory of “new urbanism” “smart growth”, according to the overall planning which integrating with the practical situation of DA BAIYE plot, the nature of DABAIYE plot orientates toward the synthesis block of commerce and living, aiming to the planning central commerce, bilateral trade zone along northern road, Binshui scenery spot In Binjiang road. Meanwhile it provides the city organism with the powerful combination of network (the operation of city function) radiating from complex of the human, space, forestation, transportation and life ,  which thus overall builds a modern living compound
