摘   要
     绿色经济已成为 21 世纪经济发展形态重要命题。本文以经学、管理学、环境科学等相关学科的理论为指导，以可持续发展为背景，采用理论与实际相结合的方法，对绿色经济的科学内涵、基本特征、发展要素、约束条件、发展动力、宏观管理等基本问题进行了深入研究，并对杭州绿色经济的发展进行了实证分析。
 首先研究了绿色经济发展理论的基本问题。从环境、资源价值论的角度，探讨了绿色经济发展的构成要素，提出了环境、资源是绿色经济发展内在构成要素的观点；立足于现代经济发展的环境容量、资源承载能力的分析，探讨了绿色经济发展的约束条件；基于对传统经济学经济人的假设，对传统经济追求利润最大化的增长动因进行了剖析，探讨了绿色经济发展的价值观和根本动力；着力从绿色经济宏观管理的角度，探讨了经济发展规模和速度的优化.
 从本文提出的理论观点出发，探讨了杭州发展绿色经济的优势，并对杭州绿色经济发展提出了思路,最后对推进杭州绿色经济发展提出了对策措施。

ABSTRACT
 Green economy has been an important topic for the 21st century economic development. Guided by the theories of economics, management science, environment science, the author in this thesis tries to make a study by using qualitative and quantitative analysis methods on the following issues of green economy in the context of sustainable development: the connotation, basic features, development factors, binding conditions, development power, micromanagement, the connection green economy . The author also tries to analyze and illustrate the development of green economy in Hangzhou  Province .
 Firstly , The author introduces the green economic development theory basic question. From the environment, the resources theory of value''''s angle, The author  discusses  the green economic development integrant part, proposed the environment, the resources are the green economic development intrinsic integrant part viewpoints; Bases in the modern economic development environmental capacity, the resources bearing capacity analysis, has discussed the green economic development constraints; Based on to the traditional economic man''''s supposition, has carried on the analysis to the traditional economy.
 pursue profit maximization''''s growth agent, has discussed the green economic development values and the basic power; Tries from the green economy macroscopic management angle, has discussed the economic development scale and the speed optimization.
 Form the theory viewpoint which  proposed  in this article .  The author discussed the superiority of the development green economy in Hangzhou. And proposes the mentality to the Hangzhou green economic development. Finally to advanced the Hangzhou green economic development to propose the countermeasure measure.
