气化陕西问题的经济分析

  “气化陕西”工程是省委、省政府落实科学发展观，确保全省经济社会持续平稳较快发展的重要举措，也是一项造福三秦、惠及社会的民生工程。该工程的实施，对于加速我省资源优势向经济优势转化，促进产业结构调整，促进经济社会健康快速发展，提高人民生活水平，大力加快我省城镇化建设步伐和小康社会的建设，意义十分重大。要求4年内在全省建成四纵两横一枢纽，以七座CNG市场组团为轴心，辐射周边的天然气输配管网系统，到2012年，气化全省11个市区、107个区县及10%的重点镇，涉及总人口1300万左右。要完成此项艰巨任务，要求我们必须做到坚持天然气供需总量基本平衡，上、中、下游同步规划、同步实施的原则，推动资源配置、管网建设、市场开发协调有序发展。加强与各地规划、建设、土地、环保、交通等部门的联系，取得各部门的支持，提高项目进展的时效性、可行性，促进项目前期工作进展速度。要综合考虑各方面的因素，进而确保项目长期安全、可靠、高效地运行；在技术管理上要有主要领导统筹把关、统一协调各项目之间的关系。要完善目前天然气市场体制不完善、政府监管不到位、积极开发利用国内外资源、统筹天然气管网建设、进一步完善天然气市场体制、促进天然气多元化、力争天然气输送安全、对CNG、LNG项目合理布局、构建多元化运输渠道。
