我国大学科技园评价指标体系拓展研究

摘 要
 随着我国经济的发展，科学技术扮演越来越重要的角色，国家和地方政府更加重视科技发展，纷纷加大对科研与技术创新的投入，尤其是在大学科技园建设的投入上。大学科技园是产学研一体化的平台，它可以有效地把高校的科技成果通过孵化转化为高新技术企业或其他有效形式流向企业，从而有力地拉动高校科研与市场的结合，使高校教学、科研和社会经济发展形成良性循环。
 在大学科技园的建设和发展过程中，需要运用一定的科学方法对其进行综合评测，即建立一个评价指标体系，以确定其发展过程中存在的问题。在新形势下，原来的评价指标体系存在的问题暴露出来，比如二级指标权重分配不合理、三级指标过多等。因此，有必要对原有的评价指标体系加以改进。本文的主要目的就是建立科学的评价指标体系，对大学科技园的功能实施、自身运作进行评价，以确定大学科技园的综合发展状况，为我国大学科技园的健康、快速、持续发展起到一定的指导作用。

ABSTRACT
 With the development of economy in China, science and technology play an more and more important role. Our country and local government pay more attention on the science and technology. They increase their R & D investment and technological innovation, especially in the construction of the University of Science and Technology Parks on the input. University of Science and Technology Park is an integrated research platform, which can effectively translate scientific and technological achievements of colleges and universities into high-tech enterprise incubators or by other effective form of the flow to business. They can effectively promote the combination of scientific research and the market, making a virtuous circle among scientific research and socio-economic development.
 In the construction and development of university science park, we need to use certain scientific method to establish a comprehensive evaluation. We need to evaluate index system, to determine the problem in the process of development.In the new situation, the evaluation index system of problems exposed, such as secondary index weight distribution, unreasonable level indicator. Therefore, it is necessary to improve the original evaluation index system. The main purpose of this paper is to establish a scientific evaluation index system.We need to evaluate the functions of university science evaluation implementing and peration.we need to determine the comprehensive development of university science and technology university of China for the sustained, rapid and healthy development of certain guidance.
