武汉市蔬菜安全问题研究

摘 要

 食品质量安全状况是一个国家经济发展水平和人民生活质量的重要标志。蔬菜作为最基本的生活消费品之一，其安全问题关系到整个国民的健康。而在整个蔬菜供应链中，流通环节的安全控制和管理显得尤为重要。本文以武汉市白沙洲农副产品大市场为例介绍整个蔬菜流通环节的运行过程和安全控制情况，并对大市场三种模式的蔬菜安全进行了分析。突出了蔬菜流通环节的重要意义和作用，同时揭示了武汉市蔬菜安全管理的现状并针对其不足之处并提出了建设意见。

The study about vegetables security problem of wuhan

 Abstract
 The condition of food quality security is the important symbol of the level of a country''''s economic development and the qulity of people''''s lifves.For the vegetables are one of the most essential consumer good of life,it''''s security is related to the people''''s health of the whole country.However,the safety control and management of the circulation link are proved to be more inportant in the whole chain of vegetables supply.This text takes the bai sha zhou agriculture product market for example to intrduce the operation processes and the condition of safe control of the whole vegetables circulation link,and analyse the vegetables''''safe conditions of three modes in the market.It stressse the important significance and function of vegetables circulation link.At same time,it reveals the current situation of vegetables''''safe control of wuhan,and puts forward the constructive suggestions for its shortcomings.

前言
    蔬菜是人体所需维生素、矿物质及膳食纤维的主要来源。随着生活水平的提高, 人们对蔬菜质量安全越来越关注。最近几年, 我国的蔬菜农药残留过高, 食用蔬菜中毒的事件时有发生。如何保证蔬菜安全, 提高“菜篮子”产品质量安全水平, 让城乡居民长期吃上“放心菜”,是普通老百姓关注的热点, 也是提高蔬菜产业竞争力的重要条件。
    许多经济学家从经济学角度分析了蔬菜安全问题的经济学根源。从博弈经济学角度分析由于生产安全食品的企业能产生正的外部性但没有得到补偿，而生产不安全食品的企业也没有为此付出代价，这两家企业在进行决策时陷入了囚徒困境，他们在采取行动时所考虑的边际成本都没有包含外部利益（或危害）。如果仅仅是依靠市场的价格机制，就不能考虑整个社会的机会成本核算，因而造成价格机制的失灵。
