浙江省农村剩余劳动力转移就业初探

摘要

农业人口不断下降是现代化的一个基本特点。农村剩余劳动力转移是经济和社会发展的必然规律。受到农村劳动力的增长、耕地资源减少、农业生产技术进步及其他因素的影响，庞大的农村剩余劳动力沉淀在农村地区。充分利用农村富余劳动力资源，扩大劳务输出，既是解决“三农”问题、促进农民增收的有效途径，又是全面建设小康社会、构建和谐社会的重要内容
本文拟将农村剩余劳动力的转移问题作为研究的课题。回顾了浙江省农村剩余劳动力转移的历程以及呈现出的基本特点，然后分析指出了当前农村剩余劳动力转移过程中存在着很多的制约因素，农民转移就业形势不容乐观，并针对这些因素重点探讨了有利于农村剩余劳动力转移的对策及建议，引导和保障农村富余劳动力走出农业、走出农村，加快转移农村富余劳动力的步伐。

ABSTRACT
 The decrease of agriculture population is a basic characteristic in the modernization process.The rural surplus labor transfer to non-agricultural industries is an inevitable law of the development of economy and society. Because of the influence of the increase of the rural labors，the decrease of the land，the advance of the agricultural technology，there are a large number of surplus labor in rural area. To make the most of rural surplus labor is not only an effective way to solve the issues of agriculture,farmer and rural area，to increase farmer’s income，but also an important content of an all-round well-off society and harmonious society.
 It is expected that this research can make some process in this area.In this paper，I review the history of Zhejiang Province rural labor transfer and analysis its characteristics. Then I poin out there are many restraints in the process of rural surplus labor transfer. Farmer’s job prospect is not optimistic. Based on this，I give some advice and find some ways to promote the transfer，in order to lead and ensure rural surplus labor walk away from agriculture and rural area，finallly，to accelerate the transfer pace of rural surplus labor.
