摘要
随着国民经济的飞速发展,电力用户对电力的需求在不断的提高,城乡电网也在迅猛发展。以往那种主要靠图纸和配电人员的工作经验对配电线路进行管理和维护的方法,不仅显得落后,而且严重影响了工作效率。如何用先进的管理方法来替代在电力生产中传统的低效、烦琐的手工管理模式,使电力建设和管理进一步高效化、自动化、科技化,越来越受到人们的重视。随着信息产业的迅猛发展,特别是计算机技术的广泛地应用,为配电线路管理模式的改变提供了可能。
在电力系统配电线路的设备管理中,需要处理大量的设备数据和图纸,这些数据和图纸均和地理位置密切相关。本文针对高陵县配电网管理现状与需求,运用地理信息系统(Gls)和卫星定位系统(GPS)先进技术,完成了配电网地理信息系统的设计与实现。它主要的功能就是利用计算机在地理信息系统上进行有关图纸和文件的管理,并可及时、准确、完整地提供出电力部门所需要的各类管理信息。此系统的建成不但对电力安全生产起到了有力的保障,同时对线路的科学规划等提供了辅助决策的功能。
本文主要介绍了电力地理信息系统的基本概念、发展历史、发展趋势、功能特点。高陵县电力局相关信息,根据其需求提出系统要能实现的功能。电力地理信息系统的开发是一项复杂的工程,本文还从软件工程学的角度对其进行了设计。根据这些问题,提出了电力地理信息系统的基本目标。在此基础上,进行了系统的方案设计,包括GIS平台选型、GIS平台与应用系统的集成方式、系统的体系结构,采用美国天宝公司的Juno ST GPS仪,测量所辖9个变电站的地理信息,记录了配电线路的相关数据信息。

Abstract
With the national economy rapidly developing,the eonsumers’demand for electri一city is higher,so the power distribution network is being expanded and improved on alarge scale in the city and rural country. The managing and maintaining method to power distribution network,which is mainly dependant on the drawings and the work experience for the distribution network,s old full time staff,notonly looks backwards but also affeets working efficiency heavily .How to make the electrieal construction and management be highly efficient,automatic,scientiflc further and use advaneed management method to replace the old manual kind of management which is not efficient and trivial ,that is payed attention by many people concerned more and more.At preseni ,the information industry are violently developing,especially computer technology which provides the possibility to reform the management model of the electricald is tribution network.
In the equipment imanagement of the power distribution network system,which is needed to proeeed more equipment data and drawings which are connected with geographical information . The paper presentis GaoLing County practieal system design of the power Distribution Network GIS System and GPS technologies and tools etc. It,s main function is using computers to manage the specific drawings and files on GIS,which can provide all kinds of management information for the electricalde partment timely,accurately and completely. The system that is builded is not only powerful enough to guarantee electrical safety production but also provides the basis of auxiliary decisions for the power distribution network,s Program scientificly.

Because to develop Power GIS is a sophisticated engineering, the design of P Power GIS here is concentrated on software project only. This paper analyzes the problem existing in medium-small power-supply bureaus and advances the fundamental purpose of the Power GIS, then presents structure design including the type selection of GIS platform, the integration mode of GIS software platform with applied system, and the structure of system。Adoption the Trimble GPS Juno ST measure 9 transformer substation govern of geography information, record go together with the related data information of electric wire road.
