摘要:课程资源是新一轮国家课程改革所提出的一个重要概念,随着课程改革的力度不断加大,课程资源的重要性日益显现。对课程资源的开发与利用不仅可以丰富学生对世界的认识及体验,从而促进转变课程功能及学习方式,同时还可以促进教师的发展。 本文针对学科教学主体课程资源意识淡薄、课程资源匮乏的现实,分析背后的诸多原因,积极探讨思想政治课程资源的开发和利用对实施新课程和深化中学思想政治课教学改革具有的作用和意义,从而要求树立正确的课程资源观,分别从校内思想政治课程资源与校外思想政治课程资源的角度提出自己的开发和利用的见解,提出以下几项基本策略:
首先,应更新课程资源观念,教师不仅是课程的实施者,更应是课程的积极开发者。所以,在“教什么”的问题上,我们要认真学习课程标准,充分领会课程理念,更新课程资源观念,切实实现“教教材”向“用教材教”的转变。
其次,要积极进行思想政治课校内课程资源的开发和利用。不仅积极开发学生、教师两种重要的课程资源,同时还要活用教材,充分挖掘和利用政治教材的课程资源价值。另外,要积极开发和利用本校图书馆、专用教室、教学用具以及其他教学设施和实践基地等课程资源。
最后,还要重视思想政治课校外课程资源的开发和利用。要积极开发和利用社区资源、时政信息资源、网络信息资源、校本资源。
此外,在思想政治课教学中还要注意多种课程资源的融合,积极建立校内外课程资源的转化机制,以便更好地实现高中政治课的三维目标。
归根到底,对思想政治课程资源开发和利用,最终落脚点依然是为教学服务的,为学生的发展服务的。也希望起一个抛砖引玉的作用,希望有更多的人投身于课程资源的开发和使用中去,让思想政治课教学在高考的压力下仍然焕发出勃勃的生机。

The Exploitation and Using of Politics Resource in New Reformation
Abstract :Resources of courses are an important concept that is put forward under the new reformation of our country. With the depth of innovation of courses, the importance of innovation emerges increasingly. The exploitation and using of resources of courses can not only enrich the students’ cognition and experience of the world, but also promote the conversion of function of courses and fashion of learning. At the same time, it can promote the development of teachers.
The article aims at the lack of students’ consciousness of resource and lack of resources of courses. It analyses more reasons and discuss the effect and significance of the exploitation and using of resources to actualize new course, so as to build up the correct viewpoint of the new course. The views of exploitation and using are brought out by two views separately, the sources of politics inside and outside of school. Several basic strategies are listed below:
First, renovate the concept of resources of courses. Teachers should be not only the implementers of the new course, but also the active developers of new course. Therefore, as to the question of”What to teach?” We should learn the new standard of courses earnestly, fully comprehend the idea of courses and renovate the notion of resources of courses, so as to achieve the conversion from” teach teaching materials” to “use the teaching materials to teach.”
Secondly, the exploitation and using of politics resources inside school should be carried out actively. That means we should not only exploitate the two important resources of students and teachers, but also use the teaching materials neatly, at he same time, fully excavate and make good use of the worthiness of resources of the course politics. In addition, we should actively use our library, special classrooms, teaching appliance, teaching establishment and other resources such as basement for practice. Finally, we should attach importance to the exploitation and using politics resources outside of school. We should actively exploit and use community resources, information of present politics, information from internet and materials compiled specially for school.
Furthermore, we should pay attention to the amalgamation of manifold teaching resources, establish the mechanism for resources inside and outside of school to transform, so as to fulfill the three dimensional aim of politics in senior high school.
In the final analysis, the exploitation and using of politics resources should finally stay at service for teaching and development of students. I hope to make a direct function for more and more people devoting to the exploitation and using of resources of courses. To make politics coruscate vital force under the pressure of the entrance examine to universities.

1、思想政治课程资源研究的起因
作为一名高中思想政治学科的教师,我在教学实践中注意到由于人们对思想政治课程资源的内涵和价值认识不够,使得许多自然和社会资源的教育功能和意义不被充分认识和利用,作为课程资源开发者缺乏课程资源开发意识,不甚了解学生需求和教育规律,无法有效开发和利用相应的课程资源,从而导致思想政治课课程资源的开发和利用表现出很大的局限性、片面性与低效性,久而久之,学生自然就对政治学科产生了偏见和抵触情绪,这也是本文想着力去解决的问题。新一轮课程改革把课程资源开发与利用推上了极其重要的地位,课程资源的丰富性与适切性制约着新课程改革的顺利推行。我试图在课改的有利大环境下,探寻开发与利用校内外思想政治课程资源的有效途径,从而为教学服务,为学生的发展服务。
