摘要
视频会议系统(Video Conferencing System)是通过网络通信技术来实现的虚拟会议,使在地理上分散的用户可以共聚一处,通过图形、声音等多种方式交流信息,支持远距离进行实时信息交流与共享、开展协同工作的应用系统。视频会议极大的方便了协作成员之间真实、直观的交流,对于远程教学、远程医疗等应用也有着举足轻重的作用。目前,整个视频会议市场规模随着用户群的不断增加而日益扩大。
随着网络通信和流媒体技术的发展及相关国标协议标准的成熟,视频会议系统已从高价位专用市场向低价位普通用户市场转移,从硬件视频会议转向软件视频会议,从基于N-ISDN或PSTN的视频会议系统向基于分组交换网的IP视频会议系统过渡。相对于传统的会议模式来说,基于IP的软件视频会议系统以低廉的成本快捷优质的服务成为目前研究和开发的热点之一,这也是视频会议系统的主要发展趋势。
本文主要介绍了视频会议的定义、分类、组成及设计原则。截止2005年县一级的防汛远程会商系统已经基本上建成,并实现与省(浙江省)、市的系统连接。本文主要针对从县到乡这级的远程会商系统进行设计,以舟山市岱山县为例子进行阐述。主要包括系统的结构设计,网络设计,系统的设备选型以及会议室建设。

ABSTRACT
The paper mainly introduces the Video Conferencing System’s (VCS) definition, classification, composition and principle of design. Up to 1995, the county- level Distance Consulting System (DCS) for flood prevention has been basically completed and has achieved system connections with province (Zhejiang Province) and cities. And this essay aims at DCS from county to village expatiated with an example of Daishan County of Zhoushan Province, including the structural design, network design ,equipment selection of the system and the construction of assembly rooms.
The VCS is an application system, used to support long-distance communication of real-time information among people and develop coordinate work. The virtual conference which depends on network communication technologies make dispersed consumers gather together, exchange and share information through various ways, such as images and sound. The development of the application system has built its contribution to cause great convenience on making the communications between customers more veritable and visual. Meanwhile, applications on distance learning and long-range medical treatment also have pivotal functions. At present, the market scale of VCS is expanding day by day along with the unceasing growth of user groups.
With the development of network service technologies and multimedia technologies as well as the mature standard of international agreement, the VCS has been transformed from the higher-priced special market to market for common family use; from hardware video conference system to software system; from the system based on N-ISDN or PSTN to the IP video conference system which is on the base of grouping switched network. Compared with the traditional conference pattern, the IP video conference system has advantages of inexpensive cost and high qualified service. Therefore, this system turns into a main developing tendency and one of focal researching and developing issues currently.
