论雍正的养廉制度

摘要
 
 雍正是一位颇有争议的皇帝，他在位十四年，曾雷厉风行地推行了一系列的改革措施，不仅扭转了康熙后期的政治颓风，而且取得了国库充盈、社会相对安定和吏治澄清的明显成效。其中，养廉制度是一系列改革措施之一，它是雍正为了整顿康熙后期以来官员横征耗羡致使吏治败坏而推行的一项重要的财政改革，它与整顿吏治巧妙地结合起来，对当时的经济和社会产生了积极的影响，它的实施具有重要的历史意义。本文欲在前人研究的基础上，通过对养廉制度确立的原委与目的、过程、影响以及局限性进行剖析，旨在实事求是地评价养廉制度对整顿吏治、防止官员贪贿所起到的客观作用，并探讨养廉制度在廉政建设方面的借鉴意义，以期为当今现实服务。

For in this paper on the basis of previous studies, Honesty system established by the circumstances and purposes, the process of establishing the system Honesty, Honesty and limitations of the system to analyze, to realistically evaluate Honesty system to rectify local governments to prevent officials embezzle the role played by objective, and excavated Honesty system in the reference honest government with a view to today''s realities services.
