摘要：贵州瓮安事件、云南孟连事件、甘肃陇南事件、出租车罢运事件等等，这其中以瓮安事件以其参与人数之多、破坏性之大、影响之深，更是成为了突发事件的标志性事件。这一系列重大的社会非常态群体性事件，不仅对人民群众的正常生活、社会秩序的正常运行、经济建设的发展有着巨大的破坏性，同时也对政府形象建设、党群关系以及党的建设提出了重大的挑战。而伴随着突发性事件往往都存在着舆论的传播与广泛影响，因此，公共部门能否正确处理好舆论、面对舆论有着何种态度，以及目前我们的政府公权力机构有着怎样的舆论引导机制，这其中有着多少利弊得失，都是值得我们去探讨的。本文旨在通过对典型事件的分析，针对目前公共机构的舆论引导措施以及机制进行探索与重构。

AN ANALYSIS OF OPINION GUIDENCE SYSTEM OF PUBLIC CRISIS——TAKING WENG’AN INCIDENT AS AN
EXAMPLE
Abstract：Among Guizhou Weng''an incident,Yunnan Menglian events,Southern Gansu incident and the taxi transportation strike incident, Guizhou Weng''an incident, by its huge number of participants, mass devastating and deep impact ，become a landmark event in emergencies.
This series of major abnormal mass incident, not only had enormous destructive to people''s normal life, the normal operation of the social order and the development of economic construction, but also presented great challenges to the establishment of the government’s image, Party-masses relationship and the Party building.
And with emergencies there is always public opinions ‘wide spread and influences.Therefore,how and what attitude our public sectors hold dealing with the opinion, along with what kind of the media guide mechanism our public sectors have, advantages and disadvantages, all of these worth probing into.
This paper aims to research and reconstruct current media guide mechanism and measures of our public sectors through analyzing the typical events.
